So I'm getting mixed signals on this, and I wanted to see if anyone else had experience with this.
I was laid off from my job in Oregon back in February. During the base period, I worked in both Kentucky and Oregon. I claimed Kentucky because the process was easier and I only received a few less dollars per week.
Now that I have exhausted my Kentucky benefits, is it possible to claim Oregon until I get a new job?
Maybe. Just apply and let the state firgure it out. Read your paperwork carefully. Don't just assume that "no" means "no." It's possible that you may not be eligible now, but you might be when a quarter changes. Only you know how much you earned, when, and where, so use the benefit calculators to help with doing the right thing at the right time.

Very possibly.
As Chyvan says, read your paperwork from KY claim to determine exactly which earnings were used. In February, your standard base period would have been October 2012-September 2013. KY may or may not have used some of the OR earnings in that claim.
If you file now, base period earnings will be April 2013-March 2014.
If you file October 5th or later, base-period earnings will be July 2013-June 2014.
Assuming not all of your Oregon earnings were used to qualify you for the KY claim, whatever OR earnings remain in either of those base periods should be available for an OR claim, now.
So I called to inquire about filing a claim and got it filed, but the agent had concerns about a "Double-dip" law and I could possibly be denied from that, despite the fact that there is a sizeable portion of OR income that was not used for the KY claim. Her explanation was unclear, as she was unsure herself and has to talk to the "top people" about it.
I tried to research Oregon's double dip law, but was unsuccessful.
Sadly, far too many reps know only enough to be dangerous(ly uninformed) - drives me nuts. Now she's opening a whole can of worms that didn't need to be opened. She shouldn't need to talk to a supervisor about anything. She should have just taken the claim application and let the Oregon system do its thing.
If OR earnings haven't been used in the other claim, there is no double dip. Just had a poster who lost job in FL - who didn't qualify in FL. He applied in PA - was paid 26 weeks. Then applied in NY - was paid another 26 weeks. All on old earnings.
If you get a denial, post back with the exact decision languge. There may still be an error.

What if $9K/$36K of the OR earnings were used by KY but the rest were untouched?
No worries now... They called back and said I was approved! I should be getting my unemployment based off of the 4Q 2013 and 1Q 2014 wages I earned. Thanks for the help!!!!
Rare these days for people to keep the benefits going for more than 26 weeks. Thanks for the update.
Indeed... I was just lucky to have worked in two separate states at forgiving times.
