I know the work search requirements have not been waived during the shutdown. Even though it’s been hard to find jobs to apply to. I’ve managed to keep up with atleast 3 jobs for most weeks, but for a few I haven’t. Would NYS see this as grounds to ask for all the money back? Or is worst case scenario they stop the unemployment benefits?

Just keep good records of all you are doing to find work, same as you would during any other period of UI. Can't get blood from a stone and NYS likely is going to understand this; but there are limits. I mean don't think they expect people to take something way below previous wage scale. But OTOH you can't just sit home playing all day long either. That is how UI works, you have to be willing, ready and able to work, and or out there looking while claiming bennies.

In NY, if you were laid off by your employer due to Covid-19 shutdown and they have given you a reasonable assurance you'll be rehired when they reopen, you are exempt from work searches. Currently, no work search audits have been conducted on those with standard claims although you never know when they will resume them. All you can do is as BugsyPal stated, keep records and do your best.
