Technically this week falls before the expiration, but I would have to file for it on the 4th.

You have to exhaust your current Tier no later than Saturday, April 3, to be eligible to start the next Tier on Sunday, April 4. April 4 is the last day you can start a new Tier. These are the current eligibility cut-off dates.
You can continue to collect the current Tier you are on after the cut-off date, until you exhaust all the weeks in the Tier. But you cannot go on to another Tier until Congress extends the eligibility cut-off dates.
BTW, your eligibility for an extension is not determined by the date you certify for payment, nor the day on which you receive your payment.
The relevant date is the Saturday at the end of the week in which you actually exhaust your benefit. Unemployment weeks end on Saturday and begin on Sunday.
