The constellations of Andromeda, Lyra, Perseus and Aries are asterisms: they represent stars that are not physically close to each other, we've made them into figures in the sky. If you went to one of the stars that comprise them, you would see a whole different set of asterisms. Why would someone say they "hail" from a random group of stars that only appears connected when viewed from earth?
The Pleiades is a young star cluster, too young and hot to have life. Sirius is a hot star whose companion collapsed into a white dwarf after its red giant phase 120 million years ago, and the Sirius system is 300 million years old -- not only is there no intelligent life there, it's unlikely there's life in any form given the system's history.
Likely they're talking about Sirius and the Pleiades on a "spiritual" plane rather than the physical, since the reference at the end to the Comte de Sainte Germaine indicates their link to the Theosophists.
