They don't 'just let anyone in'. But if Border Patrol don't know that someone has a criminal record then what are they to do? And it is nothing to do with the EU. If you are from a non-EU country that does not require a visa (e.g. USA) then the issue is the same.

In 2013, there were 32,813,000 visitors to the UK who spent a total of £21 billion. How many of them were criminals or committed a criminal act?

That number seems low - I think it would be higher. We saw 40m visitors to Las Vegas in 2014.

Paul Gadd. or Gary Glitter was in court today and found guilty of child sex offences and will be sentenced next week, hopefully for a long time... he had been in a Vietnam jail for a few years some years back and when he was released he tried to get into other countries but they wouldnt take him in.... and quite right so he came back here to Britain... so even if we are in the EU shouldnt there be rules and regulations to stop these people with crimnal records coming into our country...

The singer was forced to return to Britain three years ago from Vietnam after 19 other countries refused to let him in.
He travelled to Bangkok and Hong Kong as he tried to find somewhere that would accept him - but came back to the UK when his options ran out.

For every complex problem there is a simple solution, that is probably wrong.

Here are some issues.
  1. there is no means to check criminal history of foreign visitors in a timely fashion
  2. Crimes are not uniform, what is a crime in a foreign country may not be in the UK or vice versa
  3. All crimes are not the same severity someone guilty of tax evasion is not the same as someone convicted of serial murder
  4. Governments can be inconsistent with the application of law (both internally and across borders), certain people can evade prosecution by various means, for instance setting aside first offenses, suspended sentences, plea bargaining or using cautions.
  5. Governments can use crimes to punish activists and opponents
  6. Governments can sanitize records of people who have assisted them
  7. Governments will when necessary protect civilian records, for the benefit of themselves or their civilians (privacy).
  8. A large international database of criminal records is a huge target for hacking
