Historically, people who lived on canal boats in the UK were poor. How about now?

No, lol. Most ( outside london ) are just ecentric types, retired folks,artists etc. The cost of living on a barge ( again outside london ) would work out the same as a small house.
There is of course the freedom to range, but most don't & prefer to stay at permanant moorings.

Since British Waterways ceased to exist in 2012 and the running of the canals system was taken over by the Canal and River Trust things are getting far harder for those living on the canals.

This new trust seems to be interested only in the recreational use of the system, and is looking to drive out those living on the waterways.
