Giving illegal drugs to addicts in fix rooms (how much, cost)

How silly can they be, bad enough having the addicts causing bedlam in chemists and doctors surgeries in the past now we have illegal drugs being administered in fix rooms being set up for the addicts who it seems werent happy with the Methodone substitute they were being given to supposedly help them.
