Is Cardiff growing from annexation (or is it really growing that fast?) (chapels)

I just noticed on Wikipedia that Cardiff is growing much faster than the UK as a whole. Does anyone know if they are just annexing their suburbs or are they growing through new people moving in?
The only place I ever saw people sniffing glue in the street, and aggressively beg from the other side of the road.
It's a lot better than it used to be. Not my kind of city but there are far worse. And the vast majority of Welsh people I know ( in Cardiff or otherwise) are lovely . I must say I go there on a regular basis ( my Fiance has a lot of meetings with the Welsh Assembly) and I have never been bothered by beggars glue sniffers or otherwise though I am sure they are there, same as any big city...
Compared to how depressed and deprived a city Cardiff was a few years ago , it is now a lot more pleasant.
Only went to Swansea (more provincial than Cardiff) the once to see a football match. The coach organisers warned us to avoid the local pubs where a good beating was waiting for us, which we all ignored and had a good laugh with friendly locals. There seemed to be as many chapels among the terraced houses as pubs. The old stadium was set at an odd angle among the backstreets, meaning strange shaped stands and gardens cheek by jowl.
I agree with 'Hengist'. Both are dumps - I think of them like the worst areas of the US - places that you could live if you had too, but... shudder!
