If Mom and dad move to Utah after she graduates from HS in CA, and she enrolls in University of Utah-how long is it before she is eligible for in-state tuition? I read 1 year-am I correct?

It is one year, however until then she could also qualify for reduced tuition through Western Undergraduate Exchange.

Here is the link for the University of Utah. 12 months is standard, but there are exceptions.

For instance, if the custodial parent moved and took employment in Utah before December 2019 and is required to file taxes in Utah for 2019, when the tax return is filed and approved by the IRS, it appears that it could be used to show permanent residency in the State of Utah and get in-State tuition in less than 12 months.

It would be worthwhile reading the webpage and residency reclassification application and then calling the Admissions Office to discuss your situation.

one year for the U, 6 months for community college. I would suggest that, if possible, the move take place in June, right after she graduates, and that you rent an apt, all get driver's licenses or IDs in Utah immediately and change the cars' registrations immediately in June, and register to vote in Utah in June. That way, there will be no question that she would be in-state for her sophomore year. What would be really smart is for her to work until January, go to SLCC for the spring and summer semesters, and enter the U the next September. You will save about 25K in tuition, over the plan of her entering the U and paying out of state tuition for two semesters. And the U seamlessly accepts many courses from SLCC.

Also, summer session tuition at SLCC and the U are in-state rate for everyone. So she could take summer school right away at SLCC for really cheap (about $1500 for full-time), work in the fall, and go back to SLCC for the winter/spring and next summer. During the fall, she could do any number of CLEP courses for credit for free online. Testing for CLEP at SLCC is completely free if you use the free lectures online at

and then print out their free voucher that pays for the CLEP test. Testing at the U costs something, but not very much. She should meet with a counselor at both institutions to make sure that the CLEP courses that she takes would be accepted at the U for credit. Theoretically, a motivated student could finish her general education "passport" that way, and enter the U with her gen eds out of the way for a grand total of under 5K, and finish in two more years at the U. Tuition at the U is under 9K/yr, so she could come out with a BA from the U for a grand total of under 25K in tuition.

Of course, she won't have the true college experience of moving into a noisy, incredibly expensive shared closet dorm room, the enriching time hanging out drinking, getting high, getting sexually assaulted, and NOT going to the library to do one's schoolwork because one is having such a fantastic time playing with newfound friends, while eating the incredibly expensive starchy bad food in the dining hall and gaining that famous "freshman ten", all for about 30K for that freshman year alone.

It all depends on what kind of kid you have. But even if you have a very highly motivated straight A student who is going to be functioning academically at the absolutely highest level, it STILL makes sense for her to finish her gen ed "passport" at SLCC for cheap and enter the U next year.

If she's REALLY motivated, she could start those CLEP courses now, in high school.

she got accepted into U of U at the WGU rate. It's cheaper than going in-state in CA to either a cal state or UC school.
