The upper valley is a region in central to eastern Vemont and part of New Hampshire. The following Vermont towns are in the upper valley,
Ascutney
Bethel
Bradford
Bridgewater
Chelsea
Corinth
Fairlee
Hartford
Ouechee
Hartland
Newbury
Norwich
Orange
Plymouth
Pomfret
Royalton
Sharon
Strafford
Thetford
Topsham

Vershire

I don't think towns like Plymouth, Woodstock, Chelsea or Orange and several others on your list are part of the upper Connecticut River Valley. For example, Royalton and Sharon are in the White River Valley. The defination of the "upper valley" I read are...towns along the Connecticut River north and south of the intersection of I89/I91.

The list of towns that I gave came from the upper valley chamber of commerce.
