What kind of diversity are you talking about? Race/ethnicity? Economic?
Vermont is one of the/if not the whitest state in the nation. The Burlington area is the most diverse, but its not cheap to live here.

Default Burlington's Old North End

I'd bet good money that ONE is the most ethnically diverse nieghborhood in Vermont. Immigration has relocated refugees from Sudan and other African countries, Bosnia and other east-European countries, Tibet and other Asian countries. On North Street, the main street in the ONE, you'll find 4 different ethnic markets, I believe the only 4 in the city.

You can get a ranch home in Burlington for under $200,000.

In addition to the Old North End, Winooski seems to have a diverse population as well.
