Yes. A job I once applied for (which required a Masters) had a salary range of 24k - 31k and this was considered a fantastic compensation package. And while I get the quality of life piece, there are different kinds of stressors and for many folks struggling to pay bills, working 2x as much for 1/3 of the pay might not be the best trade off. That said, there are many other things to consider when moving anywhere, and COL is just one of them.
