I was told that VT has no concealed weapons permits. Can I transfer my weapons and carry permit to VT from NY and whom do you notify?

Nobody. You might have to tell NY you are leaving that is between you and NY. Bring them to VT and carry them concealed all day and night no permit, no worries. One of the best things about VT. I'm not sure what NY does about out of state permits(or if NY has them) but you might want to see about transitioning to one as that might be easier than reapplying.

handgunlaw.us is one of your best sources of information for firearms and carry laws by state.

As "mustmove" said, VT does not require a permit or license to carry (concealed or openly) a firearm. Nor is there any permit or license required to own a firearm.

None needed here. However, NY does not issue permits to non-residents so your NY permit will no longer be valid if you move, and then you can't carry in NY.

You can, however, get a Florida permit, or a NH permit. You should get both, because VT does not issue CCW's and therefore cannot offer reciprocity.

No states offer NY reciprocity anyway-other than VT (the best), and NH, you are screwed in the rest of the northeast. The nearest free state will be Pennsylvania.
