Well you could in theory take Rt. 7 all the way to 50 (Arlington Blvd) but that might be painful in traffic. I guess most people would take either 7 East to 495 south, then 50 east; or 28 South to 267 East to 495 South to 50 East. Not sure though. Any way you go will take a while.

Anything's possible. Please turn off your caps. That is considered yelling in posts and is rude not to mention harder to read. Are you looking to drive or take public transportation or what? What time of the day? More detail please.

here the website for the loudoun county bus system

http://www.co.loudoun.va.us/bus/

I believe you can take the bus from Dullas area (sterling) to Rosslyn (Arlington)

There is no direct metro line that run from sterling into Arlington or DC you have to get to a metro stop closest one would be Vienna and then get on the metro into Arlington (several stops).

Or you could just drive. Non rush hour easiest way Dullas toll rd to rt 66. you can take rt 7 all the way but it would be a long with all the lights etc...
