I'm not familiar with the unions, but I order up rock regularly and the independent hauler I always use (K.B. Goard) has said that the commercial projects don't slow down at all, though the residential stuff does slows down somewhat during January because it's a bit trickier to pour concrete. The slow season is short though.

I don't get that the union is a strong presence down here? Not sure though. Some booming local companies are CJ Asphalt, Marshall Concrete, ... You might call them up and pick their brain.
