What would you say are 'distinguishing characteristics' between inside/outside the beltway?

Let's say you took 'Silver Spring' inside the Beltway and 'Rockville' outside the beltway. Anything significantly different than just proximity to DC itself? Also other cities inside and outside the city...just in general?

The first major difference would be Auto insurance , it is higher than outside the beltway.

this is a very complex question believe it or not because the answer pivots based on race, wealth, education, and power....

I would definitely agree with this. This is more so true in Prince George's County than any other jurisdiction.
