Not just coming to downtown (DC), but also from downtown (Philly or NYC).

If OP is coming from the Philly suburbs, that's even more time on the train getting to Amtrak. What OP is proposing simply is not a doable commute.

$240 per month covers a lot of Metro rides but it's not going to go very far on Amtrak.
Amtrak should be excluded for that reason. It's not very cost effective. It would get you two round trips per month.... MAYBE.
