It says, "Regular Fare: $1.75" and "Fare Transfer from Metro: $1.25."

How do they know if a passenger is going from bus station A and get off at bus station B OR going from bus station A and then get on metro?

I think you have mis-read. The fare is $1.75 regardless of whether you get off at stop B or at Metro.

The fare is only $1.25 in the outgoing direction when you get a bus transfer ticket at the Metro station, before you get on the train. You give the ticket to the bus driver along with the money you put in the fare-box.

I have made the mistake of not getting the transfer ticket many times.

Here is another one: Fairfax Connector Fares and Transfers*- Fairfax County, Virginia

I am not sure what transfer ticket you're talking about. I am talking about using Smartrip card. I can assure you that when I ride this, taking the bus to the metro station or taking the bus to anywhere, I only pay $1.25.

OK. The directions are obsolete. There used to be dispensers for transfer tickets at the head of the escalators in Metro stations. That was one was to save $.50 on the rail-to-bus fare.

If you use the Smart-trip card, it makes the transfer ticket obsolete. As I read it, the only way to get the $.50 discount now is to use the Smart-trip card.

Have you ridden the metro or the metro-bus recently, as in the last 24 months?

My question is, how can they tell whether to give someone the $0.50 discount or not when they are using Smartrip card?

Yes, I have used the metro, including a Smartrip card within the past 24 months.

I was confused by your initial question. However, I think the answer is that the chip in the Smartrip card is programmed to recognize whether you enter a train station within two house of getting on the bus. When you go from the bus to the train, you do have to tap the card a second time, don't you? The second tap then would confirm the discount.

Why not ask the next time you are at a station or give a call and ask.
It is unlikely that someone on this forum would know the actual answer to your question.

The price is charged when you get on the bus. At that time, no one but you, know where you end up getting off the bus.

But the card is smart, and it keeps a record of where you travel. So, when you get on a train, the card is capable of subtracting a discount from your prior bus trip.

I honestly don't know the mechanics of embedded programming in a smart-card, but I spent 35 years programming mainframe computers. If you have the history of the rider's trips, you can apply logic to them.

Yeah. It just subtracts the discount from the 2nd trip. No predictions necessary.
