No. Living in DC does not get you in-state tuition to any state school outside of UDC (the only public school in the city, and its reputation is god-awful).

Na, that is for undegrad only and u have to have graduated from a DC high school.

That's not true. DC high school grads get up to $10,000 / year discount:

10K a year isn't bloody in-state tuition. it might make it the equivalent, it might not, but it is not in-state tuition.

example:

It would make attending Berkeley very close to in-state tuition, but not exactly in-state tuition.
