No doubt about it... You need to be on Capitol Hill near Eastern Market. Great Farmers Market, small local shops, great Vegetarain spots over on H Street NE, very diverse with people from all walks of life yet safe. (Constant police presence due to the Capitol Building, Senate, House Buildings, etc that are in the neighborhood. The only problem is it's a little pricy, but if you are willing to take an apartment you could rent a large one bedroom for $2,500 in a great building. And there are tons of parks and open space to walk your doggie.

Del Ray is what you want.
It has a small hometown feel with a main drag of little shops and restaurants.
