I can't definitively answer, but for almost all of America outside NYC the answer is "not much." Based on several local data points -- a puzzling dearth of restaurants offering brunch on other holidays, the Smithsonian being open daily except Xmas, rock-bottom local hotel rates that week, the general perception that Washingtonians visit family elsewhere for holidays instead of having family visit them -- I wouldn't hold out much hope.
However! Georgetown and the adjacent West End have several actually-good hotel restaurants and cinemas which will be open. Plus, many of the area's fine outdoor memorials and monuments are open 365 days a year, and personally I think they're that much more solemn on cold winter mornings.
I plan to travel to Georgetown on Christmas eve and spend the following two days there. Is anything going to be open on the 25th? Stores, restaurants?

there are three kosher restaurants in the DuPont Circle area -Eli's, a deli, Distikt Bistro, a Med style place in the DC JCC, and Maoz, a vegetarian felafel place. You might try them.
