My husband and two kids will be relocating from arkansas to the dc area next month..what are the best areas in DC to live in with a close commute into the city of Baltimore which is where he will be working..he will be working just west of the downtown bmore area...is it a feasible commute?

I would not move right into DC if your husband is commuting to Baltimore everyday, because the commute would be a disaster. Look into some cities in the suburbs NE of Washington such as Columbia or Laurel. Why do you want to live in DC if your husband is working in Baltimore? Do you have a job in DC?

The charter school program that my kids participate in is not available in the State of MD but it is in all the states around MD..
I would find your kids some kind of normal school program rather than subject your husband to the torture of a 2 hour commute from northern Virginia or DC proper to Baltimore everyday. If not Pennsylvania might be a better option. Maryland has plenty of excellent private and public schools though. The fact that nowhere in the entire state seems satisfactory for your kids seems very odd.
I would consider Silver Spring, MD. It would be 35-40 minute commute for your husband, and it's close enough to get into downtown DC. You might want to try wikitravel (google it) for good descriptions of the DMV area neighborhoods, culture, nightlight, schools, etc.
