So, the president sneeks in a bill and signs to law that its okay to slaughter horse for people to eat.

The President does not propose legislation so it would be quite difficult for him to "sneek" it through. Here is something you may enjoy and find enlightening:

I have no idea what horse slaughter has to do with DC but I find it amazing how uninformed about the legislative process so many people with strong opinions are. There are a lot of steps in Congress before the president ever even sees a bill.
