If you want to get any meaningful advice from this form, you're going to have to give us a little bit more to work with. We're trying to help you out, but all you give us are vague responses.
This forum can really help you out when it comes to assessing neighborhoods, talking to people who live in the area, learning about nearby amenities and safety. However, you keep focusing your posts on how to find a turn-key property in your price range. If you want help finding a specific home for sale, that's where a realtor comes into play.
We've told you that a home in your price range with your specifications does not exist in an well-established neighborhood. It might exist in a transitional neighborhood that's still a couple years away from being "up and coming." That's just a reality of DC being a very expensive city and one of the few US cities where property values have continued to increase substantially rather than fall.
This might be a dumb question, but have you even driven around DC to get an idea as to what's out there that you could live with? Reston is not far away, and I think that if you begin to explore the areas where you see properties in your price range, you will immediately understand the pros and cons of living there. And from there, if you still want more info about a certain area, I'm sure the folks on here would be happy to help.
