Abandoned govt. property near arboretum? (buildings, place, brick)

Was wondering if anyone can tell me about the abandoned govt. property that is on Rte. 50 (New York Ave.), next to the National Arboretum? It's the one with the long, low brick building with the iron gates. Almost looks like it was a dog kennel. Also has several round, brick buildings. I've passed it several times and it always gets me thinking as to what it was. Thanks for any info.
