Since DC is the nations capital and all, I think it's only a matter of time before the tech industry begins to expand itself outside of contracting work and the city becomes more than a government town. The region already has a large number of people who work in IT and other tech related fields. If more tech companies and startups start congregating here and attracting other tech workers then I think it's possible for the DMV region to become a creative hub independent of contracting work.

I don't see DC's tech market breaking away from the contractors unless
A) One of the big players (e.g. Google, Apple, Facebook etc.) starts hiring developers in DC and not just lobbyists and lawyers.
B) A local startup makes it big and becomes the core of a tech scene in DC.
Fairly recently people thought that LivingSocial might be the company to make DC a startup hub, but those hopes seem to have been dashed with how poorly the company (and the entire online deals market) is doing right now.
