When will Metro roll out their 7000 series cars? I remember them saying back in November they would be coming to Silver Line starting in January, yet here we are in March without the cars. I know they were having software issues with the cars, but they said it was a minor problem that would quickly be sorted out. I am just confused as to why they have said nothing about the 7000 series recently when it is one of the few positives Metro has to tout recently

Let's have some patience here, they're coming, we all know when metro says Nov. it really means 12-15 months after that. I was ready for this. The cars won't becoming in waves til 2016/2017 anyway, only about 64 cars total planned for this year.
true, but it will be the entire silver line getting them since they don't mix well with other lines. You would think that since they had no safety issues & only minor kinks it would have been worked out quickly. Guess i should have known though, metro can't do anything well anymore
My understanding is that there is a major disagreement between WMATA and the Tri-State Oversight Committee (TOC) that monitors safety of the system.
WMATA conducted safety inspections through random verification of components in the new 7000 series cars. TOC's position is that every single certifiable component on every single car needs to be inspected.
No idea if that issue was resolved or is still causing problems.

Not true though about only running on Silver, the rails are no different for the Silver line tracks, 7000's will run on all 6 lines and make up more than half the fleet of total rail cars by 2017/ 18'. Somewhere between 528-720 cars added will be 7000's over those years, which certainly won't all fit on the Silver Line. This is precisely why I'm not worried about rushing to have them on the tracks today, there will be plenty.

From what I read last they came to an agreement, but the agreement could have fallen through

Say what you want, but when Metro first announced it they said it would be coming to Silver Line first because none of the old trains can display the color silver on the front of the train, & the 7000 series will be able to. It was widely reported about a year ago that silver line would be the first to get the new trains. Metro Debuts 7000 Series Rail Cars | NBC4 Washington

Your facts are just off base...
Adam Tuss is not the number one source for Metro information either, the Metro spokesman himself:
Okay just to clear things up. The 7000 series can run on regular rails within the DC metro system. What it cannot do is be mixed with other metro-rail cars. From what I heard the first cars will show up during the summer. Not January. January is when regulatory approval went through. But that does not mean cars will show up immediately.
