My colleague's employer (the federal government) wrongly paid taxes to DC. He lived there a short time while going through a rough divorce and moved back to Virginia after a few months in DC. He told his employer, and didn't realize until later that they were paying taxes to DC. My friend was pretty ill at the time and still is.
He's not able to work, and he's spending most of his time when he's not waylaid trying to get the taxes paid back from DC, which is pretty difficult.
He has various types of proof - voter registration, driver's license, utilities paid, but still having trouble.
I don't know the specific details of the day-to-day interaction, but is there a good attorney or resource that someone can point him to?
