I consider Ft. Meade rather rural. If I were you, I would seriously reconsider keeping my car if only for transportation to work and find living accommodations near Ft. Meade. You can always take rail, bus, etc. into the city on weekends for pleasure. I'm with you on the Balto/DC thing. When I lived in DC we would go to the Balt bars sometimes and the people there are very friendly, but I wouldn't live anywhere other than downtown DC.
