I haven't seen any that said "I love DC" yet, but that doesn't mean they don't exist. Most just seem to have 'Washington" on the front or back even (depends on the shirt, I guess). Street vendors often have them or you can also check the store up at Union Station.
There's even separate vendors all around inside Union Station that also sells t-shirts like what you are looking for. I'm trying to remember the name of the store but it's located upstairs (political oriented stuff for sale). Some of their rack item t-shirts (if they still have them) had some good discounts. One day I found a t-shirt there for $7.00
I'd just go to the mobile vendors along the 15th / 17th street sides of Presidents' Park. Or, if you want a bunch, there's a spot near 5th & Neal streets NE that has them for maybe $2 each.
