DMV advice? Moving to DC with car gifted by parent (car insurance, transfer)

Our adult child is moving to DC from out of state for a job. We want to give them an old car to take with them. Car has no lien, is currently titled in our name. Child would need to get a neighborhood parking permit right away, to be able to park the car on the street, in Northwest DC near the intersection of Connecticut and Nebraska.
We'd like to just sign over the title at the DMV, and have child get everything done at once, in one visit - transfer driver's license, apply for new DC title in kid's name, get new tags and registration, get a neighborhood parking permit, call insurer and get it insured, everything, all in one visit, since kid will need to be able to park the car on the street as soon as kid arrives.
Any advice on how to accomplish this? Is DMV requiring appointments? Is there one office that is easier than the others to use, less crowded, less busy?
DMV has walk-Im available. Have DC car insurance beforehand. The website outlines it good. All are fairly equal in business these days. It’s very easy, really.
