I went to Party City and got my stuff there, although it's getting late so it'll be slimmer pickings. There's one in Falls Church/Bailey's Crossroads and I think another in Rockville.

Lakeforest Mall in Gaithersburg usually has a shop on the first floor...I bought a costume last year.

Any Party City. You can google for the closest near you.
Same goes for Spirit Halloween Superstores. They are located all over Maryland.

In DC there's a great costume shop Backstage Inc. Great store, upstairs is where you can buy costumes and accessories while downstairs is a costume rental shop. The actual store is very small so near Halloween it gets extremely crowded. (Think a club, where only 5-6 are let in every 5-10 mins.)

Not too familiar with Virginia though.

With Halloween just around the corner, all of the costume stores are massively crowded, so good luck!
