Does DC charge broker fees?? (apartment, rental, neighborhood)

I might be moving to DC from Manhattan for grad school next summer, and I'm just trying to get a feel for how the apartment-hunting process works in DC compared to the ordeal it is in NYC.
I've heard many landlords have the same income requirement as is standard in NYC (40x monthly rent or get a guarantor). Is that true?
Also, are there any well-known agencies apartment hunters use more than others, or do people call management companies directly?
It's nothing like NYC (I spent some time as a hated manhattan rental agent. And no, I'm not proud of it), and I've never heard of anyone paying a broker fee for a rental here.
Income requirements are largely the same, but there's some flexibility there depending on the landlord.
As far as agencies go, it sort of varies by neighborhood. H.A. Gill in Georgetown, Archstone in upper NW, Yarmouth Management and Lincoln Towers in capitol hill.
Those are off the top of my head. check those out along with the usual craigslist, sublet.com and forrent.com and you can see a good variety.
