I'm considering moving to a place around 1st street and S street, NW DC. Is it generally considered a safe neighbourhood? Would it generally be safe to walk to/from the Shaw metro to this area at night?

In a scale between 1 and 10, I'd give it a 6, 5 if its the summer.

Not a bad neighborhood but it ain't as safe as Logan Circle either.
Most of the trouble would be south and east of that location.

I live near there. It's ok, but I wouldn't walk to the metro by myself late at night. Muggings during the summer (by gangs of kids) are distressingly common on that route. I've never had a problem here in eight years, but I drive or ride my bike to destinations.

On the plus side it's an attractive area with large, relatively affordable Victorian houses, Big Bear cafe is close by, and it's very convenient to NY Ave and the Capitol.

it also depends on which Shaw entrance you walk to, the one at 8th and R is a lot more dangerous and "in the cut" than the one further up north. You'd be safer catching the bus to the metro station, the #80 bus stop is like a block away from 1st and S and goes to Union station and Brookland-CUA, the #G8 also comes a block away on 1st and Rhode Island, you can catch that to Shaw Howard and Brookland-CUA. Visit Metro - Home page for more info on the bus routes.
