This is obviously a good thing. I've found quite a few that were available for under $800 (which means that living in the area again is not just a dream anymore!). Why is it cheaper (and how can we keep it this way)?

Historical differences are in play here. Tacoma has always been recognized as "less desirable" than Seattle. However, in recent years this is not so much in play. Prices are increasing in Pierce County. I would buy up real estate there right now, as it is bound to increase.

It's more than an hour away from downtown Seattle. That makes it a different market. Rents are what they are because that's what people are willing to pay to live there. The main reason is jobs, with Seattle having many more, Tacoma many less.

is there an issue with higher crime rates? I've heard Tacoma and Seatac were a little more sketchy in comparison to other areas.

The latest report I can find is 2012, based on crimes per 100,000 in population, shows this ranking:

1. Tacoma
2. Lakewood
3. Spokane
4. Yakima
5. Seattle

(Sea-Tac came in at #7)

Agreed, and I also believe the crime rate, while still high, has continued to trend downwards from the 80's and 90's.

Every time i drove through Tacoma, it stunk like crap. Who wants to live in a place that smells so bad?!?!

Tacoma has not stunk since the 90's. Although some say it still does, but not as bad. Whatever.
