I have been reading, but nothing seems extremely clear when it comes to owning wild animals as pets in WA

It says no dangerous animals, but any animal, no matter how tame it is, could be still dangerous.. even dogs, cats, mice...

I was specifically thinking of fennec foxes, but im not completely sure

Also, how different are the laws for wild life as pets from seattle, olympia, spokane, etc?

just wondering

Perhaps people don't want to risk offending you by suggesting you leave the wild animals to the wild and to sanctuaries well equipped to properly care for them. Just speculating.

Personally, I adore Fennec Fox but not in somebody's home as their pet.

In an effort to be more helpful, this "Additionally, in response to communicable diseases, the Department of Health has prohibited the importation/possession of species known to carry rabies." pretty much eliminates fox for you.

And the following specifically does. I snipped only down to the part that concerns your question about fox (family Canidae).

RCW 16.30.010

Definitions.

(1) "Animal control authority" means an entity acting alone or in concert with other local governmental units for enforcement of the animal control laws of the city, county, and state and the shelter and welfare of animals.
(2) "Potentially dangerous wild animal" means one of the following types of animals, whether bred in the wild or in captivity, and any or all hybrids thereof:
(a) Class mammalia
(i) Order carnivora
(A) Family felidae, only lions, tigers, captive-bred cougars, jaguars, cheetahs, leopards, snow leopards, and clouded leopards;
(B) Family canidae, wolves, excluding wolf-hybrids;

I suggest a small, coated, prick-eared dog. Or better yet, a cat.
