I would say Montreal, Toronto, Detroit, Chicago, Madison, Milwaukee, Minneapolis, Windsor.
They all have warm summers, cold and snowy winters, beautiful fall colours and very good sunshine amount.
How can you say whether or not you have 4 seasons without first scientifically defining your seasons? Spring = mean temperature range of ??, etc.
In truth there are more than 4 seasons. Possible 7 or 8.
1 -In my area winter is December-January (mean temperature below freezing).
2 -Early Spring would be Feburary March (temperature above freezing, but no leaves).
3 -Spring would be April-May.
4 -Early Summer would be June (things are still cool and green).
5 -Summer would July and August where the temperature turns blistering hot, and everything turns brown.
6 -Early Fall would be late August to mid September when the nights start getting chilly.
7 -Indian Summer would late September to early October where you get a late push of summmer with another push of 30 degree C weather.
8 -Late Fall would be October-November when the rains come and leaves fall off the trees. This my least favorite season.
I would have to say that winter = average 24 hour temperature below freezing and summer = average 24 hour temperature of 68 F / 20 C or higher. This means that the climate that fits the bill would be a Dfa. Then I set out on looking for a climate that has the most perfect balance. I picked Ohio because it's a very typical Dfa across the state.
Columbus, OH - summer is June 4 to September 13. 3 months and 9 days.
Winter is December 23 to February 16. 1 month and 24 days.
It's too summer biased.
Cleveland, OH - Summer is June 9 to September 7. 2 months and 29 days. (Pretty much perfectly 3 months)
Winter is December 14 to February 27. 2 months and 13 days.
It's pretty close.
Detroit, MI - Summer is June 7 to September 10. 3 months and 3 days. (Pretty much perfect)
Winter is December 12 to March 3. 2 months and 19 days.
I'd say Detroit is an area with four equal seasons. All seasons are within ten days of 3 months long. The northern suburbs of Detroit probably have it closer to perfect.

Someone should coin a term for your definition. I propose we call it the Wawa Seasonal Index in honor of of its founder, wawa1992. If you really wanted to get technical, you could figure out the exact day in which the average temperature drops below 68/20. Spread the word...

By your definition, I get 2 months of winter (Dec, Jan), 2 months of summer (July, Aug), 3 months of Fall (Sept-Nov), and 5 months of Spring (Feb-June).
I get no winter whatsoever; January 18 is the coldest day of the year, high 46, low 29. 24 hour average is 37 F.
Spring, then, is January 19 - May 14, summer is May 15 - September 26, and fall is September 27 - January 18.
So spring and fall are a little less than 4 months each, and summer is a little over 4 months.
And I'm all for that name! Wawa Seasonal Index or WSI for short.
Vancouver gets spring all year long with a few days of summer and winter thrown in according to the Wawa Seasonal Index lol
