I'd have to go with Tromsø. Midnight sun and aurora with the same temps. Both are F climates for me though.

Both are good, but although I like Tromso's drier conditions overall, the latitude is too high for me to appreciate the snowy winters. I'll choose Severo.

SK for the greater precipitation. Both climates are anemic and oceanic.

Severo-Kurilsk for me. Tromsö has better temperatures in Oct and Nov, but all in all Severo is better because of the great amount of snowy days and the lower chance of thaw and rain. It would really surprise me, if the average snow depth of Severo-Kurilsk wasn't higher than Tromsö's.
