I agree with the previous post. Both climates are horrible, with one's summer being way too hot and winters being not nearly snowy enough for me. There's also likely very high sunshine, which I despise. Also most of the rest of the year it's too hot. However this pales in comparison to the monotony of Quito where one day is the same as the next, which would drive me absolutely insane, along with the complete lack of a winter - at least Turpan has cold weather. So I would choose Turpan, the despicable climate, versus Quito, the maddening climate.
Ladies and gentlemen, this is probably the only time in the history of this forum where I will disagree with deneb and agree with Patricius Maximus - for totally opposite reasons though.
I would chose Turpan, mainly because the lack of real warmth in Quito would drive me insane. Turpan has plenty of warmth and heat from early April to early October as well as and abundant sunshine almost the whole year. Its winters are obviously well too cold for my taste, but they look reasonably sunny and dry, and short. Turpan has warmer March days than Nice.
Turpan has a very nice ancient irrigation system, and it is THE most famous place for grapes and raisins in China. 250 thousand people live there, so it is actually quite flourishing for its climate.
I suspect many plants cannot thrive in Quito. The temperature is sufficient for most plants to survive for a few months, but not long.

Quito has plenty of plants that thrive there.. it's actually in a cloud forest with many species of palms, ferns and other highland subtropical flora...
Turpan for me. Its temperature range is excellent, and comes close to my ideal, except the winters could be colder and snowier. More annual precipitation would be good too - but I'd still choose it over Quito!
