Any plant that requires warm or hot weather won't do too well, but Quito is thriving with plant life, and there are plenty of varieties that are suited for that sort of climate type. The ace in the hole is the example of
La Paz, Bolivia (http://upload.wikimedia.org/wikipedia/commons/e/e2/Av._Ballivi%C3%A1n.jpg - broken link). The lower half of the city has an wide array of plants and trees, and the climate there is a lot more marginal for plant life than Quito's.
