Quito. I love stable, monotonous weather. Plus, I need my rainfall

Any plant that requires warm or hot weather won't do too well, but Quito is thriving with plant life, and there are plenty of varieties that are suited for that sort of climate type. The ace in the hole is the example of La Paz, Bolivia (http://upload.wikimedia.org/wikipedia/commons/e/e2/Av._Ballivi%C3%A1n.jpg - broken link). The lower half of the city has an wide array of plants and trees, and the climate there is a lot more marginal for plant life than Quito's.

This one was tough to choose. Turpan wins hands down as far as temperatures are concerned but Quito has far better precipitation levels. I finally went with Turpan, as I can still get my daily fix of greenery there. Though the dust would probably drive me crazy. Winters are also kind of sad there.
