Zero-degrees F (-18 C) is so cold I can feel like I'm being skinned alive, even through my winter gloves!
45 F (7 C) and rain is yucky, but with appropriate clothing I can avoid pain.
I also enjoy the dewpoint being in the 40's F,
(which can help indoor humidity too)
and that can keep skin from drying out,
and 40's F with humidity is nice air to breathe,
even if 40's F ambient temps feel gross for overall temperature-comfort.

Then I went to an outdoor store and stocked up on many layers made out of nylon and polyester and it totally solved my problem. I was snowmobiling in N Maine last Jan with temps around 0 and was actually comfortable. Even minimal physical activity made me borderline hot!
This all coming from someone who loves it 90 and humid!
I have never experienced -18C so probably not in a position to comment!
Usually prefer sun over rain (and with even a moderate amount of temperature drop), but with that level of comfort difference, I would have to go for 7C and rain

I have a nerve disorder that when it senses the air is cold,
it shuts down more blood flow in anticipation of hypothermia. (hypersensitivity)
My condition doesn't care if my core is warm, or even if my palms feel warm.
When your fingertips aren't giving off much warmth, the best insulating gloves or even mitts won't help.
I can stand outside shirtless/gloveless on a 43 F/6 C day and gauranteed, my fingertips will be first to bother me...
and they will be 10 times more uncomfortable than any other body part.
I hate rain, partly because no matter how hard you try some part of your body invariably gets wet. I'm not about to get a trench coat or rubber boots, so maybe that's why. Also, holding an umbrella is a pain in the @ss even in calm weather, let alone when it is windy. I also hate driving in the rain because it is much harder to see (esp. at night) and windows fog up. (Defogger helps but you have to put AC on and fan on high .. when it is not that warm in the first place).
