Lima has a notoriously unusual climate that isn't replicated anywhere outside that coast of South America. Probably the closest analogue is the Namibian coast.
Both are rather mild desert climates. Both are very dry but Lima gets less rain, though spread over more than twice as many days as Walvis Bay. As one would expect for being 13 degrees further from the equator, Walvis Bay is cooler, but surprisingly has a smaller difference in temperature between the warmest and coldest month than the Peruvian capital. Walvis Bay is also much sunnier.
However if I was forced to choose I would pick Lima, even though it's warmer. At least it is nice and cloudy with higher humidity.
I would lose my mind faster in Walvis Bay with constant sun and no rain.
