With nights that cool I would anticipate very low dewpoints; dewpoints under 20 C.

Impressive that the lows are that low; 18 C in the cooler months.
Living in Townsville since February 2012, I have not seen a single low below 20 C yet.

My most favourite lows are 22+ C, assuming moderate-to-dry humidity
so a lot of the year I would find Panama City's lows a bit chilly.

Summer highs averaging over 27C = hot (Perth, NYC, LA, Shanghai, Western Sydney, Chicago, Rome, all the way to Mecca)

24C-26C = warm (Paris, Moscow, Sydney, Toronto, Budapest, Berlin)

20C-23C = mild (London, Dublin, Stockholm, Vancouver)

< 19C = cool summers (can't think of any?)

My definition for summer.... Three month average maximum temps.

Above 35C= Very hot (Phoenix, Las Vegas, Baghdad, Kuwait City)
33-35C = Hot (Miami, Houston, Dallas, Athens, Seville)
30C-32C= Very warm (DC, St Louis, Atlanta, Kansas City, Fort Pier, Rome, Tirana)
27-29C= Warm (Philly, NYC, Chicago, Bucharest, Istanbul)
24-26C= Mild (Toronto, Minneapolis, Minot, Vienna, Kiev, Paris)
21-23C= Cool (Seattle, Vancouver, London, Warsaw, Moscow)
Below 21C= Very cool (Belfast, places in Scandinavia, northern Canada, Siberia)

If the hottest month of a place averages 23C or higher, I'd say that place has a hot summer.

For the june-august period (in the northern hemisphere) It would need to have a mean of at least 22ºC for a summer month, and no summer-month below 20ºC

It's what separates a warm-summer from a hot-summer in mediterranean climates

The definition matches exactly my definition of the warm places in Portugal during summer, Lisbon area, eastern Algarve, all the southern interior, plus Douro Valley and its affluents.

The yellow areas tend to have average highs above 28ºC in July/august, while the green ones usually average below 28ºC

I think the summer has to average around or above 30C/86F as a maximum temperature to classify as hot. Some leeway here though in terms of average humidity and cloud cover though.

For me an maximum temperature of 28C/82F. If I lived in someplace with hotter summers this would likely get bump up a bit.

The kind of temps I would consider for being a hot summer would have to be one that has an average max of 30C (86F), average min of 20C (68F) and an absolute max of 38C (100F)+...

My criteria:
  1. Daily mean of 22C or more in each of JJA/DJF
  2. >=45 days reaching 30C
  3. >=7 days reaching 35C
  4. If dew points average 20C in each summer month I may slightly waver each of the above
