Seoul for sure. While SF's climate is more "comfortable" year round, it has a number of things I really dislike about it - the almost complete lack of precipitation for half the year, the 3000+ sunshine hours, and the summers that are colder than Vancouver's with a guarantee of no thunderstorms or interesting weather.
Seoul on the other hand has a pretty good climate for me. Hot, humid summers with a good amount of rain (a little too much for my liking, actually, but better than SF, and some of it comes in the form of thunderstorms), pleasant, comfortable looking shoulder seasons, and a cold season that's enough to give you some snow and a sense of real chill, but without being too cold or for too long.
The more I think about it, the more I hate SF's climate.
- No thunderstorms
-Very cold summers
-Constant cold seabreezes
-no heatwaves
-no heat and humidity
-no snow
-no cold snaps
-no hail
-more annual fog than number of storm days in a century
-ice cold SSTs year round
-almost every city in America has hotter summers
-almost every city in America has more thunderstorms
-winter drags on forever only to reveal a cold summer in Aug/Sept
-no hot nights
-winters too warm for snow, but cold enough for biting windchill (a la Melbourne)
A really appalling climate for heat and cold lovers alike.

I agree. San Francisco is mind-numbingly boring climate-wise.
S.F for me. Having experienced South Korean winters, there is no way I would want to live there, even with the quite nice summers there. Seoul also has that nuclear winter look, with all of those deciduous trees looking dead.
San Francisco wins by almost 1,000 hours. That's dramatic.
Seoul's three warmest months are June/July/August with average highs 80.8F/83.5F/85.3F
San Francisco's warmest months are August/September/October with average highs 69.4F/71.3F/70.4F.
Seoul wins here, I love warm summers and San Francisco is anything but.
Seoul's three coldest months are December/January/February with average lows 26.2F/21.4F/25.9 F.
San Francisco's three coldest months are December/January/February with average lows 46.7F/46.2F/48.1F
San Francisco wins here, I don't like freezing winters.
Seoul receives 57.1" of rain.
San Francisco receives 23.6" of rain.
Slight nod to Seoul as I like greenery.
Overall, I'm going to take the sunshine and the milder winters over the warmer summers (but much colder winters) and greenery. Weather is something that shouldn't get in your way.
If Seoul had a slightly cooler and drier summer,
I would choose it over SF.
