Tricky. I prefer Hamilton's winter temperatures, but snowfall in that general region is far too erratic from year to year. Winnipeg's winters are too cold, but a snowpack is guaranteed there.

Rarely, and not frequently enough. Toronto in particular has too many snow-free periods in winter, and their winters nowadays appear to have more in common with Boston than the rest of Canada.
