Which city is most likely to experience a Blizzard Portland, Oregon or Birmingham, UK?

Overall Birmingham (city centre) has colder winters, but record lows are higher than Portland.

Birmingham UK I'd say. I remember a blizzard there in 1990 (I lived near there) and it was very severe, 2 foot of snow or something fell in a few hours. Portland is very unsnowy.

definetely Birmingham... When severly cold air masses come in from north west there maybe could be blizzards, whereas I don't really see a chance for that to happen in Portland...

Birmingham is snowy by British standards due to the high elevation.

Portland averages 0.15 days/year of snowfall 4 inches or greater. The issue might be the source of cold is to the east, while the main moisture source is to the west and the mountains would prevent any mixing.

I don't know since I'm not really familiar with Birmingham's climate. Here's some interesting winter weather history for Portland:

Seems Birmingham is more prone to blizzards though in general how snowy is Portland? I guess the same as London maybe?
