Jacksonville. Pelotas isn't hot enough plus it doesn't have have a rainy season which Jacksonville does.

Pelotas is gorgeous, maybe only slightly too warm in summer. I choose Pelotas over Jacksonville.

Pelotas, since it's record lows are much warmer than Jacksonville. In fact, it's record low is only a degree cooler than Miami's record low of 27F. Miami is much further south than Jacksonville! But both are nice climates.
