You wouldn't need heating for either.

Forget heating, I'd probably want air conditioning more than heating in winter in either city.

Really even when it's 5C in the morning in your apartment on some days? How many of you keep your home at 5C (40F) inside?

How could the inside of your apartment go to 40F in either location in the morning?

I would want central heating in both locations. The min today was 7C and I put the central heating on for a little while when I got out of the shower this morning.

5 C perhaps in Guangzhou to the north and Los Angeles in most years, but rarely along the South China Sea coast (HK, Shenzhen, etc)

I don't think the days reach at least into the upper 50s every day in Los Angeles. Unless your home is completely open and a fan on, it would be difficult to cool off the house to 40F.

I haven't had the central heating on here in over a month, it's been mild.

If I feel unpleasantly chilly indoors, the heating goes on. Even a mild winter here requires the heating at some point. It's hardly South Florida.
