It's close, but i'm gonna choose Mexico City because there is more seasonal variation.
Anyone find it strange that MC's hottest temps are in spring?

Caracas because that's where my mom was born as well as because it doesn't have all the pollution mexico city has.

If it wasn't for the pollution(as Miamihurricane555 just pointed out to me), Mexico City for having cooler daytime highs year round.

I know right who would want to live in a cloud of smog all the time.

Diagram of Caracas in Wikipedia is not very accurate, just I couldn't find another that to has both fahrenheit and degrees.
