What's the suicide rate or alcohol abuse rate there?
Funny you should mention that, because Førde is in Sogn og Fjordane county /province, which consistently show up as the area in Norway with the lowest alchohol abuse rates, lowest unemployment and longest life expectancy (expeced life length)...
It's a rural area with no big towns/cities and a good deal agriculture, some oil/gas/offshore related jobs, tourism (fjords, mountains), fishery...
A farirly dry climate in western Norway but still with fjords and mountains: Try Lærdal in the innermost part of the long Sognefjord.
An average precipitation of only 491 mm/year, and wamer and sunnier summers than Bergen, but with slightly colder winters,

Between 22 and 23 October Bergen received 75mm of rain........... The most precipitation in one day since November 2007..... 2007, not 1907................

Is that high? Typically we get at least one day / year of 60+ mm of precipitation in one day. Some recent events (not complete):
68 mm in July 2013
60 mm in June 2013
69 mm in Sept 2012
64 mm in August 2012
74 mm in August 2011
82 mm in March 2011
63 mm in October 2010
75 mm in December 2008

I don't know. It sounds much to me and it's high here. And if it rains for 18 hours, that's over 1.6 in an hour. We got 38 mm (15 in) in one day last year's October, and it was literally raining the whole day. This October we got 20 mm during one day and that already felt like a lot. We get on average only 4 months with more than 75mm, and 20 days a year with over 10 mm, so yes, it sounds like a lot.
Our yearly tally is 60% of the precipitation in Amherst, and your driest month equals the wettest on average here. Maybe it's relative.

The Locarno/Ascona area in Switzerland receives ~1900mm per year. Also seems to be one of the warmest places in the country.
